Microsoft SQL Server CALs
Microsoft SQL Server CALs (= Client Access Licenses) are required to access a SQL Server Standard. The Server + CAL licensing option offers a choice between two types of CALs - a User CAL and a Device CAL.
User CAL allows a single user to access the server from unlimited number of devices, whereas the Device CAL grants the permission to access the server for one device (which can be used by unlimited number of users).
